Change Needed?
'l'otheEditor
Before allpolitical candi-
dates jump onthebandwagon
of change, some rather
serious problems should be
noted with the propsed new
constitution
The idea ofa"council-
mayor“ form ofgovernment
isavery practical andsound
one, doing away with thegames
of "divided power" and
"checks and balances," but
there areproblems with this
proposal
First. authority should be
centralized inapopularly
elected president. chosen by
the students rather than
through theinner politics of
a"commission." Such a
proposal would only serve to
insulate students from their
government. and undermine
authority
Second. specific "parcels"
should not bedivided among
thegroup foradministration.
ifanything, astudent should be
able torunforajobas“com-
missioner ofstudent affairs"
etc
Arbitrary appointment
would undoubtedly lead to
some students doing jobs they
don't want todo-which leads
tothe job notbeing done,
aswe have wlttiessed this
year
The presidential appoint-
ment ofacabinet -with them
responsible tohim —would be
another alternative, buteither
would besuperior tothecon-
stitutlon.
Third. jobs should bepertnanctit. and not imputed
tothe wltittt ofthe council
Judging bythedegree towhich
personality has played an
overbearing role insegments
ofstudent government. suclt
anarrangement could destroy
the continuity and authority

itnportantly. there must be

Change Needed?
'l'otheEditor
Before allpolitical candi-
dates jump onthebandwagon
of change, some rather
serious problems should be
noted with the propsed new
constitution
The idea ofa"council-
mayor“ form ofgovernment
isavery practical andsound
one, doing away with thegames
of "divided power" and
"checks and balances," but
there areproblems with this
proposal
First. authority should be
centralized inapopularly
elected president. chosen by
the students rather than
through theinner politics of
a"commission." Such a
proposal would only serve to
insulate students from their
government. and undermine
authority
Second. specific "parcels"
should not bedivided among
thegroup foradministration.
ifanything, astudent should be
able torunforajobas“com-
missioner ofstudent affairs"
etc
Arbitrary appointment
would undoubtedly lead to
some students doing jobs they
don't want todo-which leads
tothe job notbeing done,
aswe have wlttiessed this
year
The presidential appoint-
ment ofacabinet -with them
responsible tohim —would be
another alternative, buteither
would besuperior tothecon-
stitutlon.
Third. jobs should bepertnanctit. and not imputed
tothe wltittt ofthe council
Judging bythedegree towhich
